No Microsoft OS comes with Front Page.
Windows 98 came with Front Page express.

If you need Front Page you need to buy it, separately or as part of MS

No but Microsft Office XP comes with Frontpage though.

No it doesn't.... OfficeXP Standard and Professional don't anyway... nor did
Office2000 Standard or Professional. Office 2000 Premium came with
FrontPage and OfficeXP Developer Edition is the only XP one that comes with
FrontPage.
