task bar frozen, but everything else works fine

My task bar has the hour class just about everytime I
start up. I have tried everything to fix the problem. Any
ideas? Sometimes it corrects itself after a few minutes.
Microsoft support could not help me.

Fix for me if y'all have GoBack installed: go to
start-run-msconfig-services
Uncheck: GoBack Polling
don't need, it is the 'ad' which says" protected by GoBack"
