Hep With XP Shutoff

Help:

I have a problem that has stumped me. When I close down
XP the program shuts down my monitor and hard drive, but
the power unit and fan stays on. In order to completely
shutdown I have to disconnect the power cord or cut off
the serge protector. Does anyone have a remedy for this?
