I have a HP XL938 with Windows XP that is having problems
with getting the modem to dial out. Once I tell it to
connect to the internet it says dialing and then it sits
forever and comes back and says server not responding but
it never dials out. I have uninstalled the modem and
reinstalled it. I have removed everything out of the
Networking stack and changed the COM port from 4 to 2 and
restarted the PC. I have uninstalled the modem and remove
it from the PC. Turned the computer on and then shut it
off and place the modem back in the PC. I have query the
modem and it pasted the test and everything is working
fine on it. I have also resetup the DUN to make sure that
they were not bad. What have I missed?

Can you hear the modem? Is it going off hook before dialing? You might
set it up to go off hook (H0?), wait one second, and then dial, just to
make certain it is not just blind dialing. You can also test it
manually using hyperterminal, entering the modem commands manually, to
see if it can dial successfully.
