Microsoft Fax Service will not send

I had this same problem a couple of years ago and I cannot recall what the
fix was. Since applying the new XP SP2 RC1 release, I can't send any faxes.
Items go into the out box with fatal error - retries failed status. The
jobs never seem to get to the modem (US Robotics USR5610B - PCI). I've
tried to remove and reinstall the fax software and give the fax service
admin rights. nothing works.

Anyone have info on the fix?
