Using XP Home, only administers can log in to MSN or
hotmail. Do I have to give my children administer rights
to allow them to use these applications. If so does this
not defeat the purpose of limiting the account.

if you are giving the kids "guest" rights, they definitely can't get on the
net.
you can create a "limited" account where they could connect to the net but
cannot make system changes.
and definitely, don't give the kids administration rights, especially if we
are talking about your own computer. they could wipe out all the programs
and data you have. they also could lock you out and you can't use the
computer anymore until you have reinstalled windows.
