Is there a way to reformat a CD? Write-protected?

I tried to burn a CD but the original was scratched and
the burned copy doesn't work. Is there a way to reformat
the CD so I can use it again. A message pops up when I
try to delete the songs individually saying that they are
write-protected and can not be deleted.
