Tool Bar

For some unknown reason I am no longer able to customize my Toolbars. When I go to View, Toolbars, the options - Standand button, Address bar and Links all have checks besides them and are greyed out and not functionable. Text Label is the only functioni
ng option available. The word 'customize' is not even visible. I am new and still a fuzzy to all of this.... help greatly appreciated!
