Power user creation

I have a laptop running Windows XP Pro 2002 SP1.
What I want to do is create a Power user but my choices
are limited and administrator in the create user panel.
How can i get the power user choice?

You can get to the advanced user configuration page by going to start - run
and entering control userpasswords2.
