If your idea is any good MS patent researchers already know
about it and if they want it they will call you. But you
should hire an attorney so you get proper terms, with future
amendments allowed. Your lawyer will know how to contact
MS.

If that is indeed the case, is it possible to get a confirmation on if my
patent is being evalutated or had be totally rejected by MS's patent
department. Just to let everybody know, my patented PC design makes Athens
PC look like a legacy design.

All major companies have staff that live in the patent
office, reviewing patents in areas of their interest. It
won't hurt you to contact MS, but unless you have the patent
applied for you are trusting them not to use your idea as a
springboard. If you have the patent, they may or may not
see any use or commercial value.

Thank you for the Microsoft webpage link, but that leads to a "tricky"
webpage that one can almost mistakenly give away an idea to Microsoft for
free. What if I decided to submit somebody else's patented idea? I doubt MS
will end up with the right to use that patent freely. So, I guess all I need
to do is ask somebody else to submit my patented idea to MS via that
webpage. Is that the standard business procedure?

Don't submit the idea, submit a request for contact about
your patented application.
