Windows xp and internet explorer

I keep getting a message everytime i open control panel
saying internet explorer needs to shut down blah blah.. I
have tried to restore computer and it still is messed
up.. I went to the site and downloaded the how to
reinstall and repair xp or internet and still no luck...
I still can't open control panel to do anything and i
can't use search. Anyone have clues to what is going on
and what to do, please help.. Thanks BB
