XPro refuses to let me, as a Lowly User, open up timedate.cpl to see the
calendar. It complains about me not having privilege level to set (or see)
the System Time.
As Admin, I have given Lowly User "Full Control" of timedate.cpl,
however Lowly User can still not see the calendar. How to fix this?

In Administrative Tools - Local Security Policy - User Rights =
Assignments allows one to specify who can change the time.

Also Type gpedit.msc in Start Run and make sure you haven't restricted =
the applet.=20

Thanks, this worked. But why did not setting the permission of
timedate.cpl??

Different things. You did have permission to the file.=20
