Click on control panel>performance and maintenance and
click system theres you can uncheck automatic updates but
its not advisable to do that or your system wont be
protected

As for the "Take a tour of WindowsXP", just click on the
balloon once and then close the window that appears. It's
a first run thing that stays there until you actually
take the tour.
