OK, the way I see it there are two probs going on.
One is that win98/2k/xp don't pay much attention to bios
irq settings, which I assume you have already surmised.
The other is that I don't think the tech explained it just
right. I don't think there is a conflict with the scsi
card. I think the prob is that the sound card does not
like the fact that it is on a virtual irq. A sound card
usually needs a hard, physical irq and doesn't like
virtual irqs at all.
You have to keep swapping slots until the sound card,
alone, takes irq5 in BIOS, all by itself.
After you do that I would suggest that you then remove all
pci cards, except of course, the video, ( if it is pci, )
scsi and sound card. Disable USB in BIOS. Disconnect any
other devices that you possibly can. Remove all of the
drivers, etc for all of the cards and devices that you
remove. Get down to a bare minimum until you boot up and
get the sound card on irq5 all by itself.
Then, one by one, add a device, install the drivers and
keep assuring that the sound card stays on irq5. Keep
doing that until the sound card moves off of irq5.
Bingo! You found your prob.
Work with it and see what you can do.
I know what you are going through because I have been
there but the bottom line is that you have to start out
from scratch. Let the other devices get put on virutal
irqs. Also, it sounds as if you are trying to jam too
many devices into the system.
You didn't list the LPT port so I am going to assume that
you have it disabled in BIOS and that you are possibly
printing to a network printer or print server. You can
force, in BIOS, some other device to take the LPT port.
You can also force winxp to use the LPT port since, by
design, winxp does not like to print to LPT ports anyway.
It is designed to print to network printers.
You CAN get the audigy on irq5 all by itself but it takes
patience and starting out from almost scratch.
