My tool tips on the taskbar are not "always on top".
Often they are behind the taskbar and behind any open windows.
Why? How can I fix this annoying problem?

We wish there was an answer for this, Ricky. But there isn't one yet, that

I have my taskbar set for "not always on top" and I can see the upper
half of tool tips and just moving the pointer to them they then appear
wholely. :-)

The only problem there though is that now when you are using a full screen application, oftentimes you can't use the Taskbar, having to minimize the window! this is much more inconvenient for most.

There is a small registry editor program called transoff.reg

You can google it in conjunction with toolbar and hidden. I guarantee you will have a download link within 5 minutes.

It is supposed to change the Z order of things displayed on your desktop. I admit that I don't thoroughly understand how it works, but it sounds right.

I would put it in a safe directory and then you are supposed to right click on it and hit merge.

I didn't do that properly myself, and it didn't work. I am still trying. Some have reported that that fix worked for them.

I have heard the following advice as well: Do not use windows function +D to minimize windows, use Windows function +M.

I will repost if I get it to work.

So far so good!

As this is a registry addition, you will have to reboot your computer. I didn't find that it worked when simply double clicking on the app, even though that did get the computer to ask me if I wanted to add the values to the registry. I suspect using the merge command has a subtly different way of functioning.

Try it out!

Press the Windows key (or alt+esc) on the keyboard to pop up the start menu
at any time. Exposing the start menu will also bring the taskbar into view.

Correction: Ctrl+Esc will pop up the start menu.
