how can i enter the pantuim 4 bios setting if the logo
freezes and wont let me go in or load into the bios? and
ntdl was not found

You enter the BIOS before Windows loads, press F8 as soon
as you begin to boot, immediately after turning the computer
on. That will get you the boot menu and it should say how
to enter the BIOS on that screen, it'll probably be F1, F2
or F10, but it could be something else such as esc.
