Help!! Installation problem

I am trying to upgrade from WINME to XP Home on my HPPav
XL753 and I get the following:

ERROR: Cannot load c:\Windows\System\QTW16.CPL.ERRROR31
[ERROR=31(1Fh)]

Error: SXX.DLL: Syntax error in manifest or policy
file "C:\$Win_NT$.~LS\I386\asms\6000\MSFT\VCRTL.MAN" on
line 16

ERROR: Installation failed: C:\$Win_NT$.~LS\I386\asms.
Error Message: A components file does not match the
verification information present in the component manifest.

Fatal error: One of the component's that windows needs to
continue setup could not be installed. A component's file
does not match the verification present in the component
manifest.

Can anyone tell me what is happening?
