when I burn a file to cdrw, I have no problem. But when
I try to access that file to change/add data, I get a
message that says this is a "read only" file and that I
cannot change any imformation unless I change the file
name. Sometimes it tells me that I need to see the
administrator but that is who I am. Is there some
setting that I'm missing? I did not have this problem on
my old system. Any help would be appreciated.

once you burn a file to a CDRW you will not be able to alter or change that
file without first erasing the disk and burning the changed data on the
disk. you can however add information to it but what was burned on the disk
origionally will still remain.
