Task Bar

The other day when the computer booted there was an error
message and scan disk automatically kicked in. When it
was done, I have lost my task bar. I checked the task
bar section in control panel and all the settings where
correct. Now all I have is a wide green band at the
bottom of my screen. When I minimize something, it goes
behind the green band and I can not get to it.

How do I get the task bar functioning again?
