Problem at startup/XP

I have a dell laptop that just started this problem.
Windows xp installed. WHen I start up, I can use normal
programs (excel, adobe acrobat), but can not use Internet
explorer (it won't even open) and I can not access the
control panel at all. Starting up in safe mode does not
seem to help the problem. Any suggestions? Thanks, in

Run these tools weekly
spybot -- http://www.safer-networking.org/
ad-aware -- http://www.lavasoftusa.com/
