I burned a mpeg file of a movie onto a CDR, then deleted
the file off my D: Drive. I now want to watch the movie,
so i copied it onto my D drive and attempted to watch it,
it did not work. So i tried deleting the now corrupt file,
and it gives me the error message

"cannot delete file: it is being used by another person or
program. close any programs that might be using the file
and try again"

I have restored my system to the previous day, and have
restarted my computer. and i still get this message. My
computer is totally out of whack right now, please help!
Keep in mind this is on my D drive, not my C drive.
thanks, and please reply to my email address

Try booting in safe mode and deleting it.
