I recently upgraded my 98 system to XP Pro. (as an
update, not a clean install) and now my Norton is giving
error messages. I have tried to re install Norton, no
luck. Tried uninstall Norton, will not let me.
Is my only option to reformat and reinstall everything?

Hello
Well when you do upgrade from one OS to another you do
inheret some problems and things sometimes don't always work
together and in my opinion it's always good to do a good install.
*Most important backup your data*
Now people may think otherwise but just giving you my point
of view. You will get different answers to do different things to try
to address your current situation but for the time spent it would be
worth doing a full and clean install, but I would say read all replies
and you decide, good luck.

I would hardly recommend wiping your hard drive and reinstalling
everything just to fix a problem with a particular application.
The problem exists because you didn't uninstall Norton before
upgrading your OS to XP. That is one of the fascinating quirks of
Norton.
However, what particular Norton 2003 application are you using? How
are you trying to uninstall it and what error message do you get?
