Importing to MS Outlook

I have exported names and e-mail addresses from an Excel spreadsheet to a
..csv file. I want to import this into Outlook. However when I open the
Address book and go to the menu the Import and Export items are grayed out.
This is the latest version of Outlook.

From Outlook (not from the address book), click file/import and =
export/"from program or file".
