I have a bit of an issue here. I lost power earlier in
the week while my computer was on. When it booted back up
I lost all my icons, start menu, etc... I was able to
access the internet by going through the task manager.
Does anyone know where my icons might have gone and how
to get them back? I am currently running Windows XP Home
Edition. Also when I go to the task manager Alt+Ctrl+Del
it shows no programs running? Shouldnt something be
running in the backround at all times with windows?
Please help.

Try the Restore and see if that works.

You may or may not see programs (Applications) running when you first boot
your computer, but you will see a number of Processes running.
While in Task Manager, go to File, New Task and enter REGEDIT Go to:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon
Look in the right pane for the Shell value. It should read Explorer.exe
If it doesn't, post back with what it does contain.
