Access device manager when mouse/keyboard frozen?

Help!
The mouse and keyboard are frozen.
I can use the tab in the Start Menu as far as the Control Panel | System,
but the arrows only work left/right and not up/down, so I can't get to
device manager to verify problems.
Can't uninstall mouse either in Add/Remove.

Hi ADA
To navigate around your screen without the mouse use the "Tab key" for one
direction and "Shift + Tab key" for the other direction. This works for up &
down and right & left.
