HELP! - Modem wont install Access is Denied

Just as the driver files are finished loading, I get an
error message saying 'Modem not installed', I click 'OK'
then the install wizard says modem not installed,
reason: 'Access is Denied'. Sounds like a permissions
issue to me, but I'm the Administrator, logged in as
such. Please help.
