That won't XP shutdown thing...

Can not get XP to shutdown by asking it to. Wasn't a
problem before 'cause I just held the button in for 5
secs. But now it won't restart after a download. Tried
the fixes I've seen in this group, but the websites are
no longer up.The update XP Support gave me didn't work.
Ideas anyone please? Thanks!
