XP will only format up to 32 GB or so if you are trying
to format the drive FAT32. This is because above 32 GB,
FAT32 sees a performance degradation. If you want to
format the whole shot, use NTFS or format from Win98.

Also, the probable reason you see funky results from
fdisk is because you used the WD tools to partition. In
general, there's no need to use those - XP (and 98 as
well) can partition and format 80 GB drives without
needing any "special" tools.
