Cannot see TaskBar or Start Menu

I was trying to get the S-video to work properly and
somehow lost my bottom Start menu bar. I can hear MSN
making noises but cannot locate the bar.

I set up a new user and was given a new task bar for this
new user, however I still remained with no task bar or
start button.

Ctrl and Escape does not bring it back. In safe mode it
appears. I do not wish to do a system restore since I
will lose all the other changes made.

I looked up something on the net discussing Tiny
Footprint Mode, what's that? Not sure if that would be
applicable.

Any idea how to get this bar back?

Drag your mouse along and below the bottom of the screen
to see if it changes to a vertical arrow. If it does then left-
click and hold then drag upward until you see the taskbar.
