Modem moves

1.The modem of my laptop moves between COM3 and COM4.
Some times it can't dial unless i restart to get it
right. Why?
2.The laptop is very slow, and the IE6.0 closes when i'm
using it. Does it have anything to do with RAM? I was
told that the RAM of the laptop is 128M, but I'v found
that in the 'system properties', the RAM is 96M. What's
wrong with it?
Please help.
