Help:XP desltop rightclick menu disappear

I have a problem with my Xp desktop rightclick menu.
when I login as administrator, it is OK. but when login
as my owner account, the right click menu does not work.
I thought it was causeed by running some IE cleanup tool.

Is anyone know how to setting it back ?
