environment variables

using the Novell Zenwork for distributing applications on
XP there are listed a lot of Environment variable such as %
APPDATA%. This is not a problem for adding this values to
the registry but creating Folders etc in XP, it
doesnt "recognize" the accompanying term c:\Documents and
settings.......\. Is there a way that i can create these
system variables. Like %PROGRAMFILESCOMMON%; %
USERPROFILES% etc.
