I've had a quick look through the posts to see if this has come up, but
can't find it. apologies if its obvious but,

Is it possible to change the background colour or picture for a
toolbar/folder? I'm trying to have a nice auto-hide toolbar on the side of
the desktop in the same blue as the startbar.... any suggestions?

Good news: it's not obvious -- no apologies are in order :)

Bad news: changing it is not that easy or trivial. It's appearance is =
governed by a bitmap in the luna.msstyles file. A toolbar that is =
free-floating or docked to an edge other than the taskbar uses the same =
background as the toolbar in apps such as explorer.exe. If you want to =
change it, you need to enable unsigned styles through a 3rd-party app or =
the uxtheme.dll patch -- as well as finding a style you like for =
download or editing your own.

Possible happy medium: if you use the silver color scheme included with =
windows, the taskbar and any other toolbars are a much better match.
