It's normal so long as your motherboard is supplying power to the mouse port
(ie USB or PS/2)
This is so that the mouse can turn the computer back on.
If you want to turn this feature off, you'll need to change this in the bios
(there is an option such as Power up via PS/2 or USB). In addition, some
motherboards require changing a few jumpers to completely cut off power to
the port when the computer is in an "off" state.

Just another thought, is your power settings really shutting
the computer down or are you just going into hibernation?

I had the same prob with this MS optical
mouse. I found that if its in the PS/2 port,
it didn't go off. Since the mouse
is also USB, I chucked it into a USB
port and voila. It goes off, when
the power goes goes off. I think it's
just the way PS/2 and USB works.
