Single clicking mouse opens App

I've asked numerous people about my father's mouse
situation. Whenever I single click on a Desktop shortcut
or application it runs/starts the App. He was running 98
and a typical ball mouse with this single click response.
Then I converted to an Explorer Mouse and that didn't
help. I just recently upgraded him to XP Pro and made
separate user accounts for my Mother, Father and Admin,
darn if my father's account is still the only account that
has the single click open feature. At 85 he has a little
problem with the shakes and he can some time open 2 or 3
applications by accident.

Go to control panel, folder options, general. In general change setting from
single click to double click.
