The cooling fans have been running rough and louder than
normal and my hard drive seems to be running sluggish on
initial start up as if platter friction or something
else. I also have been experiencing increased data
corruption in FAT, eg. random bad clusters. My 40 GB hard
drive currently has about 576K in bad sectors after a
disk check and defrag operation. I opened the case and
discovered significant dust accumulation on fans and on
about a 1-square inch spot on back of motherboard so I
vacuumed and cleaned this dust as best I could.

Is it possible that dust on the fans was making the fans
require more power to overcome friction causing
additional drain on power supply which in turn was
impairing performance of other components and thus
resulting in data corruption? Is it also possible that
the dust on back side of motherboard was causing subtle
short circuits or capacitance problems and thus causing
data corruption and impairment of other components
including hard drive? Should I get a new hard drive or
rely on cleaning dust(I realize I can't do anything about
dust inside a hard drive)?

Do you think my hard drive or cooling fans should be
replaced? My hard drive has about 77% free space, but I
stil have about 756 KB in bad sectors.

I would think the dust could cause the fan to become
noisey but your main worry i would suggest is your hard
drive. Drives are sealed so i wouldn't think the dust was
a problem there. But i would suggest a full back up and a
new hard drive before that one fails

No it should not have to at all, just keep it clean and have adequate air
flow going through, also, you may want to ensure that cables of any type are
tucked away neatly.

Get a new hard drive. Right now they are dirt cheap and if you look around
you can find 80 to 120 gb hard drive with rebates for way less than you
would expect. Hell Office Max had a 150gb with rebates for $59. I got a
200 gb after rebate for $149. Do not take chanches with a drive with bad
clusters. They do not get better.
