Program Listing Order on Start Menu

My start menu used to list programs according to the following scheme:

Programs that had a single listing (no associated folder) were listed first
in alphabetical order followed by programs in folders listed in alphabetical
order.

Now the scheme is reveresed: Programs w/ folders are listed first
alphabetically followed by single item programs listed alphabetically.

Any idea how to get back to the former oder theme: single items first,
folder second?
