Taskbar Auto-hide Problem

How do you get the auto-hide and "keep-on-top" properties
on the taskbar to work at the same time? When both
properties are selected, the "keep-on-top" overrides the
auto-hide. If the auto-hide is the only property
selected, the taskbar does not unhide over the current
window when I point to it.

Strange question. How can it hide if always on top?
