Do USB ADSL modems generally slow down *kill* the system performance during
boot, usual runtime and shutdown or just any one of the three?!

The only way I see that this would be possible is if the modem is usb 2.0
compliant and the usb port on the computer is usb 1.1 compliant. When
trying to use a 2.0 device on a 1.1 port there will be substantial
degradation of performance or maybe it won't work at all.
However, the software installed by your isp could substantially slow down
computer performance.
On boot up, for example, with ADSL, ( or broadband, ) the computer has to
start browsing the network. This usually takes an extra 15 seconds during
boot up. Windows' network components start querying the network and waiting
for responses, assigning protocols, getting ip addresses, etc. During boot
up with a dial-up connection there is no network to browse because there is
no network, yet.
I can't see where "usual runtime" would be affected by the ADSL modem unless
there is internet activity.
Again, during shut down, windows takes time to shut down the network
connections before it can shut down.

I use a 2Wire HomePortal 1500C USB side of it with SBC and haven't notice any slow
down on startup or shut down or normal use..The HomePortal is USB 1.1 and my USB port
is 2.0..Works as good as when it was connected via NIC and dsl modem..

I had a Conexant based PCI ADSL card for about a week until I got fed up
with having to redial everytime my PC came out of Standby mode which I
had to force the PC into anyway. I'd forgotten just how cumbersome DUN
was. It's boxed up under my bed - I ended up buying a 4 port Router
connected via a NIC. My machine goes into Standby when it should & I
have to reconnect maybe twice a month here in the UK. Being PCI it had
very low latency but my Router averages about 15mS - even lower.
USB devices may use more CPU cycles & have higher latency but probably
not that noticeable. Even a single port router is better than any modem
IMO.
