You can find the winxp drivers for your printer here:
http://www.usa.canon.com/html/conCprDriversTypeSystemV2.jsp?section=10216&t=10001&m=10033&group_id=-1&type=Software&prodref=PS&subtype=Software&level2catq=AllCats&modelid=6609&item=6650#windr
Download the appropriate drivers, remove all previous software by deleting
the printer in the printers folder instead of trying to uninstall, reboot,
let the printer be detected again then install the downloaded file.

Try this. It worked great for me.
Type "net start spooler" in the Run dialog box.
DONT REBOOT YET.
Then follow these steps:
1.Click Start, and then click Control Panel.
2.Double-click Administrative Tools, and then click Services.
3.Double-click the Printer Spooler service, and then change the startup type
to Automatic. This sets the Spooler service to start automatically when you
restart the computer.
If you want to start the spooler service immediately, click the Start button
under the Service Status field.
4. Double-click the RPC and set to automatic.
5.Double-click the RPC Locator to automatic as well.
6.Now Reboot.
Good Luck
