Unable to find or use system restore

Sysytem restore tab is not on Control Panel/sysyem
properties. When I try to access it via Accessories I get
an error message "rstrui.exe Entry Point Not Found. The
procedure entry point
RemoteAssistancePrepareSysytemRestore could not be
located in dynamic link library WINSTA.dll" What to do?

Click START.
Click RUN.
Type this (without quotes) followed by <enter>:

"sfc /scannow"
