cannot download

I have windows xp home. I am having trouble downloading.
Not sure but I think other users on my computer are not
having a problem. Every time I try to download I get a
popup saying:Internet explorer was not able to open this
internet site. The requested site is either unavailable
or cannot be found. Please help.
