Keyboard and mouse not responing

Hi,
I have winxp pro in my harddisk and have just replaced
my motherboard for upgrade.
During the bootup, the keyboard is okay as I can use it
to access the BIOS. But at the window welcome screen of
XP, the mouse does not respond and also the keyboard does
not seems to work.
Both keyboard and mouse was wroking when attached to
the old motherboard.
Is this a motherboard problem or WINXP issues?
Btw the WINXP is in SP1.
