Open up the "internet options" from control panel (can also be opened from
Internet Explorer, or Outlook Express). Click on the connections tab.
Click on the "never dial a connection." Then click "OK". When you do this
you will have to manually start the internet connection when you want one,
but windows won't dial one when it thinks you want one (ie when you open a
desktop folder).
