Is there a way to prevent XP from automatically
vertically centering a letter sized page when sent to a
printer set to legal?

What if you set the printer settings to letter and still use legal-size
paper?

Yes, that works fine but requires changing printer
settings every time. I was hoping there is a fix so the
software would not center vertically by default.
