I have an application that requires partitioning drive c:
into 2 logical drives c: and d:. How do you partition a
hard drive in XP?

Lee;
You can not do it with native Windows XP Tools.
You need a 3rd party application such as:
http://www.bootitng.com/
http://www.powerquest.com/partitionmagic/

Thomas;
Perhaps I should have worded it differently.
If Windows XP is installed, you can not manipulate the partitions with
Windows XP native tools without destroying data on the affected
partitions.

A clean Installation gives you more freedom at setting partitions as
desired without the use of 3rd party applications.
