Windows xp Passwords

Win xp
Password are not remembered for Outlook 2000 or password (connect to)boxes
in web pages
Passwords in messenger..and also log-on passwords are remembered.

http://support.microsoft.com/default.aspx?scid=KB;EN-US;Q259416 does not
sort this out.

Any ideas
