What is that technology that uses dual modems I think? I heard of it a few
years ago where you could buy this dual modem and I thought you'd have each
connected to a different phone line, but there combined speed was a big of a
boost.

Anyone know where I could find more information on that?

Modem bonding. You also need an ISP that supports that type of connection,
otherwise it will not do anything for you.

What happens is that by the time you use 2 phone lines with a dual modem
setup you are way ahead with a DSL connection both speed and price wise. If
you do not have a chanch for DSL then a dual modem may help but your ISP has
to implement it also.
