Win XP "turn off" produces "restart" instead, APM is set on.

When I give the command "turn off" Windows XP "restarts"
instead, as it does when the "restart" command is given.
Why is this and how do I get Windows to turn off instead
of restart. Thanks, Doug APM is enabled.
