Windows xp - Disk upgrade - Error 0x80090006

I am trying to upgrade my hard drive - without havinfg to
do a complete re-installation.

I have successfully copied the partitions onto the new
drive and xp boots without problems.

All logins fail. After entering the user name and
password an error message is produced indicating that
Windows cannot "accurately check the license for this
computer" - with the error code 0x80090006.

Any ideas?
